I Got 21676 Rank in Jee Mains.So I have two options NIT Agaratala-ECE or IIIT JABALPUR ECE which one you would prefer? Or will you suggest any other College's for my Rank in Branches CSE/ECE?

Firstly IIIT jabalpur is much better than Nit agarthala, in every aspect whether it is placements or infrastructure or career opportunities.
Secondly don't restrict yourself for ece and cse your rank is very good youncan even get some top colleges with this rank. Your branch might be mechanical, chemical or civi, but studying at a top college will surely benefit you a lot. Such college are
- Lnmiit-electrical, ece etc
- Nit Jaipur-evry branche other than ece and cse
- Nit jamshedpur - you may get ece
- Nit visvesvarya- you won't get ece cse but core branches
- Nit Calcutta possibility of ece

Yes nit calicut is a very good option. Civil is also a good branch if you can get some other branch like it, mechanical then choose that over civil
