First of all to ger admission in any college u need to pass the cutoff rank/score set by the institute for various courses offered. This cutoff depends on no. of students who applied for that course in that particular college, performance of students and total no. of seats available.
This cutoff rank also reserves seats for home state and other states candidates.
Comparing to previous year's cutoff trend for NIT Silchar, if you belong to home state yes you may get CSE in NIT silchar but if you don't u may not, however the trend changes every year so need not to worry much.

Yes you will be able to get admission in nit Silchar in computer science engineering with this rank only and only if you belongs to home state quota of Assam.
Otherwise you can't be able to get admission in CSE department of nit Silchar.

Your admission to NIT Silchar will depend on whether you are from the home state of the University or not.
NIT Silchar, being in Assam, gives preference to it's native Assamese students and according to previous year trends, the cutoff for Computer Science engineering is about 37,436 in the general catergory.
However, for students outside the state, the cutoff for Computer Science is around 19,000.
Hence, if you are home state candidate you may be able to secure an admission, but if you belong to a different state it is unlikely to get selected at NIT Silchar.
