Since JoSAA havenot released the cutoffs yet we can only provide you with the expected results. For CSE branch the best IIT you can get is IIT Roorkie. Since IIT Roorkie was having opening rank 278 and closing rank 416 for cse. And other than that you can get cse in other IITs as well, they are-

Yes you can definitely get Computer science branch, you need to check the previous years' cutoffs for the same. There will be a little variation in the cutoffs this year though.
According to the previous year statistics, you may get the following options-

IIT Roorkee
IIT Guwahati
IIT Kanpur
IIT Hyderabad
IIT Indore
 And all other second tier IITs as well. Also, you may get other branches in IIT Bombay, Delhi and Madras.

Choose wisely according to your interests and location preference.

Now coming to your question yes you can get cse in top iits like guwahati, hyderabad and all the lower ranked kiya like bhu, and all the newly established iits , so you can go to anyone of them but choose the college wisely , ranking of iit doesn't matter as some iits which are lower ranked like hyderabad is very good .
