You didn't mention your category here. So I'm considering it to be unreserved category. And yes you have fair chances of getting admission in private medical colleges under the state quota. Here are few colleges with low fee structures.

• Raipur institute of medical sciences, Raipur.
• Terna medical College, Navi Mumbai
• KIMS Bangalore

You can try for these colleges as they have low fee structures though it's not pretty sure that you will get admission because the cut off marks are higher this year for even private colleges.
