i got 40 in jee mains.... i belongs to sc.... will there be any chances of getting a good college

With 40 percentile, chances are less to get admission in NITs, IIITs or any other college through JoSAA Counselling.
You should appear for the JEE Main April exam and aim to score better in that exam to get admission in any good engineering college.
