At 40 percentile your rank will be around 4k-5k. At this rank getting a good NIT is not possible but you can get some lower NIT with a lower branch. Also the 17% female reservation will be beneficial for you. This data is for a general female candidate. You can get the following NITs if these are in your home state, NIT Manipur, NIT Mizoram, NIT Srinagar, NIT agartala, NIT goa, NIT Meghalaya and NIT Sikkim.

No there is no chance for you get into any of the NIT with 40percentile because this 40 percentile is the factor which tells that 60 percentage of students scored more than you.Hence your rank will be more than 5 lakhs and this doesn't give you any NIT in any course.And you won't even be able to to get an admission into any IIIT as well.
