Yes you are eligible for counseling because eligibility criteria is 45% in pcm.

But I read at one place that the uptu eligibility criteria is securing 45% marks in maths and physics

Hello shubham,
For UPSEE counselling, you have to appear in UPSEE Exam and qualify the exam.
There are only required 12th passed with 50%.
According to UPSEE rank, you can join the counseling of UPSEE.

My overall %in class 12th is 66% and uptu rank gen 30680 and obc rank 9176 can i eligible for uptu counselling 2018

Yes of course, you are eligible. You can take admission in good private college like IMS, AKGIT, ABESIT, BBD etc.
You have to join counseling and try your luck.
Your rank seems good for good private college in Delhi NCR and lucknow region.
