I got 46 percentile first attempt and working as a DATA ENTRY OPERATOR , IS CAT-2017 preferable for MBA -IIM'S ?

For Indian nationals CAT is the only way to get a seat into coveted IIM's. Dont worry as you already have a job prepare once again and take the examination next year.
