i got 486 marks in neet 2019,rank is 57,869 , is there any chance of getting mbbs seat in any govt. college?? i have up state domicile.

I assume you belong to unreserved category.
As you mentioned with UR category and 486 marks, your chances of getting a decent government college in your state through state quota(85%) are quite low except one or two colleges like-
As the admission to medical colleges based on NEET is given unsed All India Quota(15%) and state quota(85%).
However cutoffs change every year depending upon level of toughness of exam. So hope for the best and follow the counselling process.
