i got 5000 rank in jee main paper2(obc category) can i get vnit

Previous Year(2k19) My friend got 219 marks in Jee Mains Paper 2 and 81% in 12th from CBSE Board and he belong to OBC category,his Gen Rank-9243 and Obc rank-3800, still he didn't get any college.
so try any order college
