Hello Ahmed,
When the seats are left after both the rounds of counseling, the remaining seats are reverted back to the state counseling authorities.
Hence those seats are only filled by the state authorities and under 85% state qouta.
As you are from Haryana, hence you are not eligible to participate in the mop up round of west Bengal.
Also only those candidates can apply for mopup round who have applied for the 2nd round of counseling but we're not allotted any seat.

Well yes you can apply for admission in any state via all India quota counselling. 

But let me tell you that according to the last year's cutoff you need to score a minimum of 540 marks to get into a government medical college in West Bengal. 

It is true that the no. Of seats in West Bengal have increased but the competition is also stiff this year. 

So it would be quite a difficult task for you to get into a government medical college in West Bengal via the all India quota counselling.
