I got 60 percentile in mains paper 2 is that qualifying percentile and how marks i scored regarding that percentile

NTA has not published the cutoff of JEE Main paper 2 yet. Although, it is expected to be published only after JEE Main April session. But based on the previous year trends the experts are predicting that it will be around 85 percentile. It is only a predicted value, it may or may not be varied.
Let me tell you about the probable rank that your percentile score might be able to fetch you. Since approximately around 145386 students appeared for JEE B. Arch exam so the rank can be predicted from the given formula -
(100- your total percentile score) * 1,45,386/ 100.
So, accordingly, your rank is somewhere around 58,154 - 58,155 when calculated with the percentile given by you it might be revised due to your category if you belong to the reserved category. But, this is a rough evaluation so it is best that you wait till the final rank list is announced by NTA.
Along with the result of JEE Main Paper-2 April session, authorities will also release the rank list. You have a poor score, I suggest that you prepare well for the April session and sit for the test again. The best of both scores will be taken into account for getting a college.

The raw marks cannot be calculated from percentile as percentile is based upon the total numbers of students sitting for the particular exam

As per the past trends and our experts candidates having percentile above 85 are supposed to be qualified for advance but since the cutoffs are not released yet so nothing can be said with certainty. NTA will release the cutoffs in April so please wait till then and hope for the best.
Percentage cannot be derived out from percentile as percentile is a relative concept while percentage is an absolute concept.
