I got 61 percentile in jee with general catgry and I want to do btech in chemical engineering pls suggest college name with min college fees

See, with having this much of percentile in the JEE mains you can't be able to opt the good College for the domain of Chemical engineering but yaah by writing the few entrance exam of the respective Colleges like SRM, VIT, BITS, HINDUSTAN, Manipal, SASTRA and all you can have the wider range of chances to get into such college's , the fee structure of these institutions will be around to 2-3 LPA which sloely depends upon your rank as well your obtained percentage as well.

Since you belong to general category and have scored 61 percentile in the JEE mains 2019.
You have not even crossed the cutoff of JEE mains for general category. You are not going to get any of the government colleges through JEE mains as you have not qualified JEE mains.
If you want to take admissions in the government engineering College then you should try to appear for state level engineering entrance examination and try to score as much as you can and get a decent government engineering College whose fees are less.
