I got 61%tile in Jee main paper 1 and 81%tile in paper 2 (sc category) but I got 48% in 12th class so can I get any government college?

If you have secured more than 75% in class 12 thenn you are eligible for counsellling.

For admissions to NITs Candidates need to have secured a minimum 75% marks in class XII or equivalent exam or be in the top 20 percentile in their class XII exam conducted by the respective board. For SC/ ST candidates, the eligibility criteria are to secure 65% marks in class XII or equivalent exam. But you will got only 48% in class 12 ,so you  are not eligible for counselling.
