Your rank is very good, yes you can get seat in Andhra University with your desired branch.But along with your rank your category also depends the colleges having their own cutoffs. Different category have their different cutoff.

Analysing the previous year data, you have good chances of getting CSE in Andhra University. You rank in AUEET is quite good, and it will help you grab a seat in your preferred branch. Also note that the cut-off rank changes every year depending on the difficulty of the paper,and the number of candidates appearing for it.
