The ranking in JEE Mains is not decided by your Class 12 Board results. The ranking in JEE Mains is solely based on the JEE Mains score.
However, to be eligible to take admission into NITs, you need to have a minimum aggregate of 75% ( UR candidates ) in your class 12.

To get an admission in a government college is basically based on how much did you score in your mains exam...so kindly mention your marks so that I may try to help you know whether you'll be able to get into a government college or not. I hope you are getting me.

Yes you can get government college through JEE mains but you must need to check the eligibility criteria for taking admission in that college. 

Most of the colleges or counselling (mainly for government college) now a days fix a percentage criteria which is varying for 65% to 75% for general category candidates. And if you are from reserved category then the percentage criteria has some relaxation.
