With 68 percentile in jee main, it is unlikely to get a seat in a government engineering college in Bengal. Although you belong to SC category, it shall be still extremely difficult in grabbing hold of a seat. Furthermore, IIEST Shibpur is one of the premier institutes of Bengal and has standards comparable to NITs of India. It is pretty difficult to get into Shibpur with 68 percentile.
