I got 70 marks in jee mains from general category and got 60% marks in PCM which college eligible

Since you got only 60% in yours boards; (assuming cbse board) you are not eligible for josaa jee mains counselling.

May be in  some govt college other than nits iiits and cfti, you can take admission.

Then if you are in top 20 percentile, you can get in some private colleges which offer admission on the basis of jee mains score..
But there are very less chances of getting a college in nits, iiits, and cfti.
