Hello, at this percentile chances looks very less and may be category rank would help you but Nit , IIIT have very high cutoff and even cutoff change every year. Because of competition for top branches and colleges chances are very less.

But you can wait till last round of Csab counseling which takes place after Jossa counseling and if you have home state quota in any new Nit especially north eastern Nit it may help you.

Now according to previous year Last round (Round 7) cutoffs the closing rank of SC category candidate under other state quota is under 10k but your rank will be far from that hence it would be impossible for you to get the admission in any NIT or IIIT or GFTI.But you can try your luck in CSAB pecial counseling.
