i got 70% then can I eligible for top 20 percentile

Dear Rohit,
In order to be eligible for IITs/NITs/IIITs and GFTIs you should score 75% marks in your boards exam or you should be in top 20 percentile in general category.
You need to fulfill only one criteria to be eligible.
