I got 76 percentile in JEE Mains 2019, got EWS rank 24000.... Can I get any Government engineering college or any NITs or any GFTIs?

With your mentioned percentile and rank it is almost impossible to secure a seat in Josaa counselling. You must try in CSAB special round counselling if it is conducted as the cutoff is expected to fall drastically. You must also try to see if any GFTI is conducting spot counselling at personal level.
