YES, you have decent chances to get lower NIT's with decent branches through the special CSAB Round.

By special round I think you are talking about CSAB special round.
You ahould the closing ranks of various IIITs/NITs from the site of CSAB/ Carrers360 or from collegepravesh.I don't know your homestate so it will be difficult for me to provide you information
Make a list of all the colleges and then search.
From my knowledge possible options are IIITDM Kanchipuram Smart Manufacturing , IIITDM kurnool ECE and Mechanical, NITs of north east and some newly opened IIITs are possible.
