YOUR MARKS is about 104-114 AND CUTOFF IS 165 .no you cant government college you require 99.59 percentile for the same.

Hey Utkarsh.
See the marks u have scored in the MHCET is enough for u to grab a seat in the good colleges under MHCET to pursue ur higher studies in the field of ur interest under the btech courses. Ur JEE mains rank won't be providing u a seat in the good colleges like NITs IIITs or GFTIs. U can also give a try to private Institution like LPU , MANIPAL , KIIT , VIT , etc for ur btech career.
