i got 91 %ile and 30K OBC rank, can I get good college with good branches like CS? my home state is UP.

Seeing your score and previous year cuttoff of NITs and IIITs,you seems to have less chance of getting seat in it with OBC rank.You need rank under 15k with OBC quota for NITs.This is too low for IIITs or NITs.Visit below mention link to know which other engineering Colleges you may get:
