I got 91.28 percentile in jee mains .Am i eligible to get admission into any Govt funded institutions like NIT,IIIT,Regional colleges?If not How much I should aim in jee mains to get admission into these institutions?

For admissions in NITs, IIITs, GFTIs you need to have 75% in your boards or in top 20 percentile. The score of jee mains is not considered in eligibility criteria as there are various types of reservations and thus percentile needed for admissions into these colleges vary a lot. So if you fulfill rest criteria then with 91.28 percentile you are eligible for admissions into these colleges aim for atleast 97.5+ percentile.
