I got 96 in jenpauh can i apply for counseling?

You should apply for counseling. Though the cutoff score for general candidates is 105 (approximately), but you should at least give it a chance. If seats remain vacant in any of the private colleges you can get a chance. So you should not loose hope as of now. 

Even if you don't get through, you can study hard for the next time to get a good government college.

So i will be able to apply in the counselling process even without qualifying?

No not everyone will be selected for the counseling process. But until the official notification for counseling is released you should not loose hope
