I got allotment in first round medical PG of Kerala state councilling, can I apply for all India second round?

Kerala PG Medical Admission 2019 -The Commissioner of Entrance Examinations (CEE), Kerala has released thecategory-wise rank list andstate merit list of Kerala PG medical 2019 on April 4. The Kerala PG medical merit list 2019 has been prepared based on NEET PG 2019 scores, and includes information like application number, state rank, NEET PG 2019 rank and score oflisted candidates. Kerala PG medical 2019 rank list is prepared category-wise, with candidates included in the rank lists eligible for inclusion in state merit.Option entry for Round I of Kerala PG 2019 medical counselling ends on April 5.Admission authority will release Kerala PG medical 2019 seat allotment result for first round of counselling on April 7; the allotment will be based on both the state merit rank of the candidate and options entered for admission. Allotted candidates have to report at allotted institutes from April 8-12 to complete admission formalities

Dear Anish, if you wish to change your seat, you can opt for a free exit which means you will not be penalised for leaving an allotted college but cam still attend for second counselling if you have opted for it. However, for submitting the seat you need to be present physically in the college by the stipulated time. Failure to submit your resignation for the seat might be considered as acceptance of the admission.

Can I have a alloted seat in state quota and simultaneously attend all India second councilling? If I get allotment in second councilling, what will happen to the allotted state quota seat?
