i had applied for neet as EWS , but if officials in any case refuse to give me certificate on time then they will cancel my seat or take me in general qota?

If you do not provide the required Category certificate you cannot claim your EWS reservation.In case if you fail to provide the Category certificate you will be considered as general category candidate and you will be given a seat based on merit in general category.
