NCC B certificate is helpful in State Counselling and not in All India Counselling. It is a horizontal reservation within your Category. For example, if you belong to OBC Category and you have NCC certificate, you can avail that reservation. Even for this, Seats are allotted based on merit come preference. There is upto 1% reservation for NCC based on the State you belong to.
