Yes, you will be eligible for the PwD reservation of the NEET 2019 and also every other exam in India since you have 40% disability . The Government of India only considers people with minimum of 40% disability for the PwD reservation, so you fulfil the criteria.

Under the reservation criteria of NEET 2019, out of 15% AIQ seats , 5 % will be reserved for PWD candidates, and hearing disability is one of those list of disabilities for which the 5% reservation is applicable, as per the provisions of reservation , first of all you should submit the certificate of disability issued from one of the disability assessment board, to 4 major cities ,1. Vardhaman mahavir medical college, new delhi .

2. All india institute of physical medicine and rehabilitation, mumbai.

3. Institute of post graduate medical education and research, kolkata.

4. Madras medical college, chennai.
