I am sorry to inform you that according to me you have no chance of getting into government medical through state quota.This is because cut off for state quota of rajasthan goes very high every year and the last year minimum cut off was 5744 rank for GOVERNMENT MEDICAL COLLEGE, DUNGARPUR. Also for government dental college the cut off was 12375 rank in neet 2018.

As far as Karnataka is concerned, you do not have a domicile there so through AIQ ,There is no chance for government medical college as cut off is minimum 9000 rank.
