i m not sure of PWD category since you are just 1% lacking from the eligibility , while VIT is private university it might consider you for admission but make sure you get very good rank because if you get good rank in VITEE you can ask them you have good rank , it really helps 

i would also suggest you to call the VITEE people and ask them for being on safer side
