You can apply to second round without cancelling the seat that you got in the first round. For that, you need to pay the seat booking fees of the first round. You can then try to upgrade your seat to get a better branch without the risk of losing the seat that you secured in the first round. Followingly, if you receive an upgrade, the same fees of the first round are transferred for the seat booking in the second round.
