Hey,
That is entirely your decision as to where you want to apply for counselling. However,it is need to be clarified that you can apply for counselling in both Bihar and Delhi and during the counselling your eligibility for the 85 per cent qouta seats will be checked by the State Admitting Authorities and if you are found eligible you will be given admission.
But,if your marks are high then you can apply anywhere in the country under All India Qouta.
