Hello aspirant,
Hope you are doing well. It is difficult for you to get government seat for mbbs in 331 marks in all India quota as well as in 85% state quota .
For getting government mbbs seat you need to score around 580 in state quota and 610+ in all India quota for general ews category. This cutoff marks is in accordance with the last year cutoff.
Although getting government seat for mbbs depends upon various factors like number of students appeared in the exam, category, region, state, state rank, AIQ rank,etc.
For qualifying in NEET, students must have to score minimum of 50 percentile for UR and 40 percentile for SC/ST/OBC category. And to get admission in the Good Private Medical college you must score at least 350 marks in NEET UG.

I hope you are doing well and good. As you mentioned in your query that you have scored 331 marks in neet which is not good marks to get a government seat.
Sorry to say but your admission of getting a seat in government college is very less because your marks is too less . And you know that cutoff marks increasing very year.
