17 percentile is a quite low score. Nit is one of the top colleges in India. It would be advisable for you to prepare again for JEE Mains and retake the examination. No 17 percentile is very low score and you will not be able to get in NIT even you cannot expect any type of Government College because this is really very low score so if you are really interested in getting admission into NIT then don't worry you can register for JEE main April edition the registration for same will begin from February 8th onwards.
