According to your percentile, your rank in MHT CET 2019 would be-

2,76,166 * 0.0123 = 3,397

With this rank, you can definitely get a Top college like VIT Pune or WCE Sangli and you can also get other Top government colleges based on your MHT CET 2019 rank.

Yes, you will not be able to get COEP Pune but you will surely be able to get one of the following-VIT Pune, WCE Sangli, ICT Mumbai and maybe VJTI Mumbai as well. Hope this helps you.
