Every year cutoff for the courses varies as it depends on various factors.

As you have mentioned the cutoff of round 2 ,So being your home state quota of Himachal Pradesh it seems that you can surely get a seat in CSE 4 years at NIT Hamirpur in further rounds.

Also i would like to tell you that with this rank in OBC category someone would have got seat last year . you can go through the cutoff of previous year(  NIT Hamirpur  ) then you'll get more information regarding this.

Yes there are very good chances that you might get into NIT Hamirpur in subsequent rounds. Based on your rank and your caste privileges and your domicile the chances are really good but still it totally depends on the cutoff ranks so nothing is absolute. I really hope you get this seat.
