Yes you can opt for Haryana colleges in both the counsellings of all India quota and state quota.the difference will be only that in all India quota counselling you will be provided with a seat by comparing your rank with other students of India who have opted haryana colleges. 

But in state quota you will be alloted a seat on the basis of your rank among your state students who have applied for counselling.

Congratulations on qualifying NEET 2019. So if you have good score in NEET as per your understanding. Then better go for state Counselling as 85% same state quota will benefit you a lot. In all India Counselling you might not get any quota and not state preference. And chances about a particular state can't be guessed.
