I have OBC certificate of state list not central list. So I applied as general category in jee mains. In admission in NSIT/DTU will I be able to join with general rank in OBC category?

For every college which take admissions with the JEE main JoSAA counseling, that is, a pan India counseling. If you're allotted a college under JoSAA then you have to produce a central OBC certificate. So basically all the national level admissions will require you to have a central OBC certificate otherwise you'll only be eligible for a open(general) seat.
However, there are certain colleges which are under state government, in such colleges you can certainly take admissions through your state certificate.
