I have obc ncl certificate issued date 09/10/2020 can I fill jee mains 2021 application form by using this certificate ??

hello,
yes, if you have category certificate (in your case ncl obc) even it has expired will work and at the time of jee advance application form and counselling you can upload your new latest cast certificate in order to claim your category quota seat for taking admission in the iits, iiits, nits, cfti institutes.
