I have passed class 10th in 2016 and take admission in 11th in 2017 after that i fail in board exam 2019 am i eligible for iit in 2021

No dear 

If you gave your 12th exam in 2018 so there is only one more  chance to  give jee advance in 2019 after it you can not give jee advance because jee only give two chance one chance with 12th and second chance after passing 12th so you will not have any chance in 2021.
