Yes you can fill form without changing your category to general , Just mention in the starting that you will upload obc certificate before 5 June , Then you can issue ur certificate easily before 5 , And one more thing is that while uploading documents it will ask for obc certificate than you have to upload a declaration certificate , you can fount thay certificate on jee advance same website in CERTIFICATE FORMATS > OBC-NCL > OBC DECLARATION

yes you can fill the jee advance form but you would be called for counselling if you clear the exam. At that time you'll have to show up your certificte at the counselling process otherwise your admission would be dismissed.

if it is mentioned then you'll have to submit your certificate. get your certificate till the end date of the application form if you are an obc candidate .
