Hope you are doing well. With a score of 28 out of 300 in JEE Mains your predicted percentile will be around 49.55 - 53.29 and your predicted rank will be around 511500 - 575000 which is not sufficient to get a government college if you do not have any reservation i.e. if you belong to General Category.
It is advisable to either take a drop year and prepare well for JEE and attempt it next year or take any other college specific entrance exam and take admission through it.
