I HAVE SECURED 108 IN MET , I AM ALSO EXPECTING NEET RESULTS . CAN I SKIP COUNSELLING AND ATTEND AT A LATER DATE AND STILL GET BTECH BIO

You should not skip the counselling. Take the seat in first round and then if u get btech then leave the seat in round 2.
