I have secured general rank 20k in upsee and bcgl rank 711. Can I get IET Lucknow for btech ECE?

Yes, with 711 BCGL rank. You can try for IET. But, I believe getting MMMIT, BIET will be more realistic with your rank. Also, you can try for AKGEC, KIET, JSS.
