I have st rank 1116 in iit jee 2019 but in jossa counseling . I didn't get seat allotment. But rank I was under opening and closing rank?

As per your rank you definitely have chances for getting a decent college under JEE.
But, it won't he possible in 1st, 2nd round you will most probably get your dlseat allocated in one of the Colleges in 5th-6th round of counseling.
So, I'll suggest you to keep an eye on the various rounds of seat allocation process so that the scenario becomes clear to you.

His doubt is that he thinks his rank was between OR and CR, then why didn't he get it.
