No, you cannot claim local candidate reservation in Telangana by just studying b.Tech in Telangana and having a voter i.d. because the eligibility criteria for being a local resident mentions that you must:
- Have studied for atleast 7 years in Karnataka between 1-12 from a state board of Karnataka and also pass SSLC/10 std./12th std. from Karnataka board.
Or
- Have studied class 11th and 12th from Karnataka board and any of your parents should have studied from Karnataka board from atleast 7 years.

So if you fullfill any of the clauses mentioned in eligibility criteria then you maybe eligible otherwise not.
