No you can't apply for GATE. As per GATE eligibility criteria :
Candidates who were applying must have completed their Bachelor's degree in Engineering/ Technology or Masters degree (M.Sc.) in any relevant science subject or must be in the final year of the programme.

GATE is a entrance exam to provide admission in M.Tech course for that you need to complete your bachelor's first. 

After completing your 12th class you can appear in JEE (Main+Advanced) to take admission in IITs/NITs/IIITs and GFTIs in B.tech programme. 

You can also appear in private level entrance exam to take admission in top private colleges like BITSAT, VITEEE, Manipa, SRMJEEE and Amrita.

To take admission in state government colleges you can appear in your state level entrance exam.
