There's quite a low chance that you would be getting your money back in such circumstances.
There wasn't any technical fault in this situation so the authority wouldn't dare to take the blame upon itself so as to refund your money back.
All you can do is mail NTA stating your issue and hope for a positive reply although it's almost certain that you won't get any reply back.
